I found the Buddy Belt really solved that problem for me. It goes low over the chest and since the connection in the back is a belt you can adjust the fit when they wear a sweater or a coat. A neighbor's Chi charged Buster when we were out on a walk. I was able to pull him up and out of the way quickly and safely. They also have 11 sizes not just sm/med/lg.
