If you can get a good powerful magnifying glass and see if those specks have legs. It sounds like dog lice. Your Vet may not be aware that there is such a thing as dog lice, some Vets are too stupid to know about them.
They can be treated either of two ways. Best way is Advantage Gold. Although it is not labeled for dog lice, it does kill them very effectively.
Otherwise you can try flea baths and then a good flea spray. Also once treated comb through with a flea comb to remove bodies and or eggs that have loosened. You will have to apply the Advantage Gold at least two or three months in a row.
