I'd trade back and park next to the trash. No way would I walk at night!!!
Tell them you want the first new spot that opens up away from the trash.
If they told you they could tow, have them let patrol know that, maybe even tell them in front of you so you know it's true. I'd call everyday to bug them. You pay for parking, you should have SAFE parking
