Southwest will allow 2/bag.....I was desperate and actually PAID another passenger that was flying the same place I was, to take two of my dogs....of course I paid for the pups ticket, and paid the lady to fly with the pups....I guess you would have to be cautious so they didnt get off the plane and run off with your dog....but this was a sweet little old lady and she did me a great favor!
