Welcome to YT...This poor unfortunate pup is experiencing symptoms that can be the result of a number of health problems, all of which need the attention of a vet, ASAP! Please let us know the outcome of this. If for whatever reason, the owner can not afford to provide the medical care this pup needs, perhaps you can gently try to persuade her to give the pup up to a rescue center than can provide the care this pup needs in order to survive.
