Whenever I hand-fed my girl (who was a picky eater but now will eat ANYTHING) I always left some food in her bowl so that she could eat some if she wanted to. She eventually started eating the food out of my hand and immediatly start eating in her bowl. When she started doing that I stopped hand-feeding.
You may want to try to tire the little guy out by playing a game with him before he eats so that he won't want to play as much. If he's like my chihuahua though, who is a VERY attached velcro dog, then he is probably following you because he loves you.
