Lifting a leg is normal for a male pup... he may be 'marking his territory' at this point, I am withholding some advice bc the medical has to be ruled out first, bc if it is a medical problem, all my advice would be given in vain and useless, lol. As he is lifting a leg, sometimes setting a large 2 litre bottle filled with water or sand in the middle of the pad may help by giving him something to pee against.

Mentally, he may be upset that you brought two pups in the house (just guessing) if that is the case, giving him extra attention in the form of hugs and cuddles may help to calm him down. My old male will start peeing everywhere if he feels lacking in the attention department, like he's trying to remind me 'I live here too!'. Peeing on their stuff (or what they think is their stuff) tells other dogs who owns what, so maybe he is trying to communicate this to you. By giving him more attention, he should see that you 'got' his message and should stop peeing everywhere.
