She has to get used to the harness.
This takes at least a month IMO.
Is her crate large enough the pee pad area is in a quarter of it, she has food and water in another quarter, a bed in another quarter and toys room to play in the remaining quarter?
If not please cobsider a larger crate or play pen area (x-pen or toddler gate system) if the pee pad area is too large or small she can learn to potty where she sleeps, eats and plays.
My dogs have large wire crates, seceral with removable doors to attach them.
mine are older so we no lobger have a potty area but this is so critical to separate areas while they are young to establish behaviir,patterns and separation of destinct areas.
Also try only using the harness for walks so she associates it with fun going out time and not this silly thing she has to wear.

Remember to establish grooming patterns and behavior now too.
