We have a 9 week old Biewer coming home in 2 weeks and are trying to figure out how to potty train this winter?

I guess the question is do we take her out to potty or try to master the potty pad until the weather gets nicer in March or April. Don't want to confuse the poor pup, but don't want to be out there in 0 degree weather either with a puppy just a few months old? The end goal will be do go outside.

I am a new dog owner, so all advice is appreciated.
