 World's Smallest Dog
I think this little girl has a long way to go yet. Looking at the size of her head in contrast with her body, she could have several potential medical problems. Hopefully not. Maybe she will just grow some and be normal. I would be very uneasy if she were mine. Everything from hydro to liver shunt can cause them to be born so small.
