Wendell weighs about 6 lbs, and his weight combined with the weight of the basket and metal cover does make steering the bike feel different. It took some getting used to, but with a little practice I've gotten used to it. Wendell doesn't move around much inside the basket. If two dogs would move around more, it might make it harder to steer. The web site where I got the basket said it is safe to carry pets up to 10 lbs.
