Id give it some more time, my boy did not need his ears taped at all.
The breeder sent us a picture of him when he was younger with oober floppy ears, I'd guess he was maybe 7-8 weeks old and his ears were 100% down. When we brought him home at 12 weeks old, they were slightly floppy but now, at 16 weeks old they stand up constantly.
