It sounds like you'd be a good candidate for a "Doggy Cable Run" in your back yard. That's where you can run a cable or rope between your back porch and a distant Tree. It can have a small pulley on the Rope, and your little ones can run back and forth.
(supervised of course, but at least you can sit and watch them).
