Actually if you are refusing the surgery just because of the heart condition I'm confused as most heart related issues do not prevent spaying, in fact it is often done while the dog is under for evaluations of the heart condition.

If she is in heat, no you have to wait until she's done with heat.
What has your vet said about spaying her and what heart meds is she on?
