Sadly, sometimes an incident is the only thing that gets the attention of the parents enough to address the issue. So many kids are basically raising themselves and it's easy for parents to turn a blind eye to issues. I agree that whatever has to be done to stop a kid before they really hurt someone or themselves has to be done.
