You got excellent advice from Maximo and Gracielove. We only use a step-in type harness when training puppies or toy dogs.
Giving the cue word you have chosen like Leave It, Stop That, Enough or NO then a quick change in direction when walking works really well. When we change directions, or stop on a walk, we reward dogs when they look at us for direction, with praise and say, a happy sounding GOOD Girl / Boy !
