I am sorry, but WHY did the vet do a barium study in such a small puppy! It is risky & they can aspirate, but then again, he wasn't vomiting. Your vet KNEW this. The obvious signs of a blockage is continuous vomiting & diarrhea...your puppy was showing none of these symptoms. Several x-rays? c'mon
Please think about changing your vet, he's more interested in your wallet!
