Absolutely, but stating what the woman said, "its mine now" implies she stole it and actually tge police should also be involved you can't just find a purse on the street and keep it either, sadly dogs are considered property but in cases like this the lady will have to prove it is actually her dog and at that time the police xan also note its condituins especially if animal control is present at the time too.
