If the animal looked uncared for and the "I am now" indicates she wasn't the dog's owner, I would call Animal Control and ask them to investigate the animal's situation and if it is being kept from its real owner and if it is in need of medical attention. You'd hate to think she grabbed up an old, sick, lost dog and may not be caring for it - and if it's hers, she can prove it to AC and they can check out its current medical/living conditions.
