If surgery is out if the question (completely understandable) how about neutering the male? If you and your mom share your home, your baby is at risk at every heat. With the male neutered, you don't have to worry about her getting pregnant. You'll still have to fight off all the other male dogs that come sniffing around, but at least you can relax a little at home.
