I have a run that I hook her up to. She does it enough but when she doesn't want to go out my other dog does and then she has to go out with her. I think Penny is looking for the little red squirrel that is always around my bird feeder which she can reach, but I think the squirrrel or something is living under a big bush by the feeder which she can't reach, so she barks at it. Anyway its hard to know if they really have to pee or not but you have to let them out just in case.
