I've been watching your post because I am in a similar situation.
A friend of my husband is going through a rough divorce and has a 3 year old female that is full of fleas, not current on shots and he doesn't have the money to care for her. His friend is moving into an old apartment on top of his business. My husband told him to please let us know if he wants us to foster this little girl for a while until he can get on his feet. He told us in no uncertain terms NO.
Some people think if they have a dog, whatever care and attention they give their dog is normal and the dog should be grateful for what it gets. Sometimes they aren't cruel....... just selfish.
