Yes in most cases this is most always done. If this is a dog that ended up in Rescue as a stray, I know the group I volunteer with, we have all stray's scanned for a chip to try and find the owner if possible. This is not always possible. There can be many reasons for that. The owner didn't send in the paper's to register when they got the chip, so there may be chip in the dog but no way knowing who ownes it. I know my Willow that I adopted almost 2 yrs ago was a release from the breeder to the Rescue Group I adopted her from. She was Micro Chipped by that breeder, who didn't have paper work for her. So she was Chipped by the Rescue Group. So my Miss Willow has two chips in her.
