Can we see a picture of the dress laid out flat on a table? How is it fitting her around her neck and front legs? If it is tight around the legs/pits, it may need the neck band extended some. One of the pictures looks like it is fitting a little tight. If it is okay in those two areas, I would just add longer red tulle; or, to match the bow, add green tulle underneath the red skirt.
