  I'm a huge believer in fluoride too, but you'll be glad to know that dogs don't have a problem with cavities like humans do, the bacteria in their mouths is different from ours.  When they lose a tooth it's more due to gum disease.  Cavities can occur, especially if they have a double row of teeth and food gets caught in between teeth, but tartar is their real enemy.  Gerber's doesn't put it in their baby water because studies show it's no benefit for children the first 6 months. 
I just use a small washcloth with warm water, Ralphie has a few crusties in the morning, but then so do I!
