You can dilute it at least 50/50 with water. If it's on top of his head, hold his head up (under the chin). You can apply the Diluted Dawn with a cotton ball, wiping away from the eyes. Adjust the water spray to gentle-medium, and point blank range so the rinse water runs from his forehead back, and some will run down his nose and to either side under his eyes. If the soapy water gets in his eyes, just keep rinsing until the soap is gone. Adjust the spray so the water runs gently over his eyes till the soap is gone.
He could do damage to his eyes by continuing to rub his head trying to get the oil/grease off.
My Yorkie got stuck in a sticky roach trap. He tried to chew it off his feet (he had one on each foot). The glue was all over his head by the time I got home from work. The only thing I found to cut the glue was that Orange Hand cleaner that mechanics use. It contains petroleum distillates, so I had to work fast to get the glue off, then wash him with Dawn to get the Orange stuff off him. As most of it was in his hair, I concentrated my efforts their first, then I went down to the skin, and a quick wash and rinse.
