What exactly do you mean by aggressive? Puppies are like 2 year olds who put everything in their mouths so if he is biting at you it might be just in fun but I would discourage this by first saying "YIKES" each time his teeth so much as touch you. If that doesn't make him ease up, tell him "NO" firmly and leave the room where he can't follow. Now if he is growling and attacking, that is a different story and I'd be concerned if a 13 week old puppy were exhibiting this behavior. You might need to get an expert in animal behavior help you work this out.
