It's hard to say. There are so many (TOO MANY!) puppy mills in Missouri. They could be brothers and not even know it!
Toby was in the puppy mill 2 1/2 years and then lived with his foster mom for a year before we got him. When I saw him on Craigslist I thought for sure there was something wrong with this dog because the foster mom only wanted $75 for him. I had to drive almost two hours to go visit him once she approved my application. I almost turned around and came home but thought what the heck. When I got there and saw that he was in a very loving foster home with other yorkies (she had three of her own) and an Akita, I asked her why she was selling him so cheap. She said she wasn't trying to make money off him, she just wanted to make sure he went to a good home. Fortunately, Toby has been a very healthy dog and she really was just trying to find him a good home. Boy did he ever hit the jackpot! He is spoiled rotten now.
