Default Potty training without crate?

We got a crate for my 12 week old male yorkie, at first we used a cat carrier but now he has a slightly bigger one.
When I put him in, he cries. Like Whining barking really loud.
Last night I spent an hour, I told him "No" each time he made a noise. Eventually he quieted down and was half asleep. Slowly I'd crawl a couple feet away, he'd lift his head, look at me, then lay back down.
An hour after doing this- when I'm still in view but 12 feet away, my mom wakes up and he starts crying again. She took him out because she said my dad would be home in an hour anyways so hes goiń to cry again.

So obviously the crate training isn't going to work for us.
At first he was doing pretty good at going outside. But now whenever I put him in the grass, he runs back to the patio (on or off leash)
And he keeps going inside, and he does it do quick with hardly any warning.

I'm just frustrated because I feel like I'm the only one putting effort into this and I can't get any help from my parents.
HELP?!
