It could be red from him chewing on it but something is making his skin itch. If it is at the nail bed and that looks a little swollen could be a little infection or yeast. Not tinned food, it is terrible stuff and almost all of them contain liver which most dogs cannot tolerate very well and often is the allergen.
I would try the hypoallergenic from your Vet clinic.
Natural Balance makes some Limited Ingredient ones but they are not so good anymore. I am not sure what other brands make Limited ingredient ie: one source of a meat protein either chicken or lamb or beef or some exotic types of meat. If you try one and there is stilla probem, could be that meat source or it could be the preservatives in dog food. Unfortunately there are many variables in dealing with allergy issues if it is food at all.
Grasses are often an allergen in some dogs or something that is currently blooming.
