I don't know if the vet is right or wrong; however, I hardly doubt this pup was 4+ weeks when you received her...New pups should be seen within a day or two of bringing home...anyway, what did the vet say about her health etc.?
As far as her coat it sounds normal to me, their coat takes shape as they get older.
Who was the breeder you got your pup from?
