My Romeo is completely wee pad trained and he absolutely will not go outside. It's horrible when I am out and about with him because he "holds it" until he gets home. I got him when he was 12 weeks old and honestly, it took 2 days to wee pad train him (we had some minor accidents the first few weeks).
Romeo uses a single pad twice -- when he wets the first time I fold over the wet area so he has access to the dry half and when that half is "used" I fold and toss. I order cases of the Clear Quest Puppy pads (quilted) from freshpets.com. Been doing this for over 3 years now and it's the only brand I've used.
