I would just use a warm damp washcloth. They sell small baby washcloths at the dollar store. She might not be licking herself, because she doesn't like the scent/taste of the wipe. Even things that don't smell to the human nose have a fragrance to a dogs nose. That's delicate tissue and something disturbed the natural balance and killed the bacteria that keep yeast cells in check.
