Many of these online sites take photos of very young puppies and try to pass them off as being older. Some people are very disappointed when the puppy ends up being bigger than the standard size. Check out the small dog area of Pet Harbor in NYC. All kinds of larger than normal small breed pups come in there on a regular basis. They are the dogs that people who wanted a fashion statement decide to get rid of.

Many of the pet stores get stock from puppy mills that are taken from the mom at around 5 weeks old so that they will be very young and small when they get to the pet store. That way they can pass them off as an ultra mini.

People who breed for tiny puppies do not get all tiny puppies. The dogs all still carry genes for larger dogs. It's a very pathetic thing to do to both the dogs and the new owners.
