I sure hope they ticketed the owner of that dog and he's going to keep him in the house/yard or on a very strong leash when out of the yard. Anytime one of them attacks a small dog, it is usually a case of pretty severe injuries or death. Animal Control should take that into consideration and keep the dogs in your community safe as possible by hammering that owner with a hefty ticket if that dog is from your area.
