I had this very same issue with my little Macaela.....we turned the wipers off....I held her and got her calmed down....then, we turned them back on slowly, not intermittant but on slow continous, and shegot over it very quickly...it seemed it was the unexpected movment of the wipers that was the instigator of her fear...once they were on continously, moving slowly, she was able to get a "fix" on them, and see that they were NOT going to suddenly jump up and get her.
