My dog use Ugodog potty system. It is made out of plastic and you put newspaper underneath the grated platic thing. This is great for peeing because the paws won't get wet since it will drip down the grated top and soak into the newspaper. As for the poop, hey poop there and you just scoop it up. I then wipe it with baby wipe to make sure it is clean. This should be fine as long as the tootsie roll is solid and not really soft. It's so much more economical.
