It sounds to me like she's very smart. She knows that every time she whines and cries, you give her something... and then by the 4th time, she gets what she wants: in the bed with you. Why would she stop? She's learned that it WORKS whatever she is doing.

Jackson would wake up once in the middle of the night to potty, like normal, from about 9 weeks old - 16 weeks old. That was when he was being crated still. The first night I just let him sleep on the bed with me... wa-laa, it was magic! The dog slept through the night lol. I love him in my bed though and wouldn't have it any other way. He's almost 4 now and will sleep for 8-10 hours through the night. Also, if he ever for some reason got up and wanted to get out and I knew he did not need anything... I would just snap my fingers and firmly say "no, lay back down".

If you don't want her on your bed through the night, you're going to have to lay the ground rules and NEVER allow her on the bed. Especially not after a night of waking up and whining all night... she will continue to get her way and know she can get away with it.

You can let her pee at 1am, but then after that, you're going to have to ignore.

But I also totally understand where you're coming from... Jackson went through a phase, probably around her age, where he decided he did not want to sleep when we visited my dads house. Where he had spent at least 2 nights a week from the time he was a puppy. More goes on over there -- cats, other dogs, etc. And he would literally stare at my door ALL night long and not go to sleep. I mean this was after HOURS of exercise too. I can't say I ever did anything specific - it drove me nuts for a good length of time, but I guess he grew out of it.
