With fosters, most times their medical history may not be available, or is questionable, so it makes sense to run BW right away.
Having a puppy from a reputable breeder, where you know the puppy and the parents have had the best care, and they've been vet checked through their infancy, not so important. Many do recommend getting Yorkie pups Bile Acid Tested, but if no symptoms are presenting, then I see no reason to rush to have this done, although I would have it done later, within her first year, and again during her second, and third year.
Also one would want testing done to be in line with any buyer/seller contracts/agreements, so that would influence the what and when...
