Angry Help... 11yro Yorkie Now Pees Where Ever In Room

Hi guys... I'm at my wits end with Gucci right now.
Recently,.... Well.... For about 4-5 months now, he's been peeing in spots away from his pad... Often times just a foot away from his peeing pad.
He's 11 years old and since he was a puppy I trained him to go on the pad because I worked shifts plus I always lived in apartment buildings.
I work from 8am to 5pm and he's alone all day. I confine him to my room and leave the tv on.
For some time now I've been coming home to pee outside of the pad. He never does it when I am home... Only when I am not home. I've done everything I could think of. I used vinegar and water mix to clean the area, Baking soda, those fancy and expensive sprays, I've even lost my cool and spanked him close to the mess.
I feel like he KNOWS he's doing something wrong because when I come home he hides under the bed. Like today, I foolishly left a pile of clothes I didn't finish wash yesterday while I was doing the laundry and it looks like one of the towels was close to one of the spots he's been peeing on outside the pad and he peed on the towel. I am so livid... mainly because I've trained this dog and he never ever does it when I'm around. As I am here typing this he is hiding under the bed.... good thing, let me tell you.
I just don't know what to do any more. I have to work so him being alone during the day there's nothing I can do about that. I saw something called scat mat and wondering if maybe I should get one and place it in the "area"...
I've also thought perhaps I should put him in the bathroom which is tiny and he can't pee outside of the pad much.... Or crate him. But I feel bad crating him for so long plus how can I crate him if I can't come and let him out to do his business until I'm back home from work.
I don't want to tie him until I get home either...
I really don't know what to do... anyone ever been in this predicament...any suggestions?
