Yes, the XS puppia will fit great & is a wonderful first harness. That's exactly what I used with ZoE when she was a young puppy. When she was about 6 months, we went to the small puppia, until she was fully grown, and then went with Buddy Belts.
I personally don't like the "step-in" puppia, as ZoE has slipped out of it & we live on a main road. The kind you show that goes over the head, we have never had an escape issue with.
