Was going to suggest the same about food. Make sure she is on a top quality food.
petfoodadvisor.com: The Leading Pet Food Advisor Site on the Net is a good source. It could be she just needs a better quality food, or it could be a sensitivity to a certain food contents. Also, don't know much about maltese, but somewhere around Hailey's age, yorkies start growing in their adult coat. Possibly some of the change you see is related to that. Yorkies go from a black coat to their adult color, so there might be some texture change too.
