I thought for Toronto it was only 3 dogs allowed out of the six pet total? But I am in Etobicoke so maybe that makes a difference.
I know of two breeder friends of mine, that deliberately moved out of Toronto area so that they could legally have more dogs.
With my neighbours there is no way I'd get away with trying to fool them, on the number of animals we have.
