I think this is what I would try...got a friend or family member who would like to "own" a dog...you could license the dog to the family member, and then they could "stay" with you. Our rules are 5 dogs (I believe), but I know a small breeder that used to have 8 dogs...because of the nature of their breed (Cesky terriers), the dogs look very similar...they would rotate their outside time and make sure they never had more than 4 dogs out at once...As far as I know, the neighbours never guessed
But felt the dogs were getting plenty of outside time!
