I believe our local laws say we can own four dogs. Two seems a little extreme, but it probably helps keep people from getting in over their heads with animals. The city does go around and check houses for licensed dogs, but you could say you are dogsitting the third one?
May not be the best idea, but it could help you get around the limit. I would call up the city to see what it takes to get a kennel license.
