So far, what has the vet said? Are Sammy and Pepper related? If they are, it makes me wonder if it could also be due to something else. If it is allergies for sure, I'd think your vet would want to try OTC allergy meds (benadryl, zyrtec, claritin etc), or prescrip stuff like Temaril P, Atopica, or steroid. What about a HEPA filter for your house?
