Sometimes the pee pad may seem to confined or too small and the puppy doesn't want to feel that way. Kipper would begin to edge outwards when he had peed too many times on his or if it was too crowded with other things around it (we have his pee pads in our laundry/mud room). The worst time I had with him started when I put one of those liquid scent warmers in the outlet next to where he goes potty. He began trying to find somewhere else to go! I immediately removed the scent warmer and he returned to his reliable using of the potty pads.
Others have suggested using treats when the puppy uses the potty pad appropriately. I never tried that because Kipper has always been pretty good at going on them. I did stay with him when he was going potty and when he edged too close to the corner of the pad, I would nudge him back on. I am not sure if that helped him get the idea of the boundaries or not, though. I wish you success in training your puppy to use pee pads. I love them! I now use washable ones--I made my own and they are so nice to have. Kipper didn't even notice the difference, although I did leave a disposable one down along with the new one I had made.
