While she may lose her license that only means that she can't sell to brokers or pet stores. Those that sell directly to the public don't need a license. They are trying to change this loophole, but breeders are fighting it. The worst of the worst puppy mill breeders don’t have a license and there’s not much we can do about it until a law is passed.
