I don’t think it matters where the puppy came from, just because a puppy likes to lay on the puppy pad doesn’t mean they came from a bad breeder or puppy mill. How rude to make that assumption.

I have heard a lot of puppies doing this- In fact my dog use to always stand on his pad and try to lay- Anytime you see her laying on her pad just call her to get off, then maybe give her a treat. Maybe do that until she stops… I think it is just a “puppy thing”
