Where did she come from? If she came from a puppy mill or bad breeder she might have had no choice but to lay in her pee and poo and she might be used to it. Does she has a spot to lay where there is no puppy pad or bed? Maybe getting a tray that the puppy pad goes in will keep her from laying on it or maybe a dog litter box and put the pad in the bottom instead of litter.
